During the conceptual phase, a monitoring plan is developed detailing types of measuring instruments, precision levels, and measurement frequency. Simultaneously, a contingency plan is conceived, associated with the monitoring plan, which allows for actions to be taken when deformation or stress limits are surpassed in the ground or in a structure.
