Project Description

The road safety audit of the described works consists of the application of the current regulations regarding road safety during the construction process to ensure that the requirements outlined in the project audit are met and that any conflicts identified during the construction phase have been resolved.

 

The regulations used are as follows:

The general legal and regulatory framework under which the road safety audit is conducted is as follows:

• Directive 2008/96/EC of the European Parliament and of the Council of 19 November 2008 on road infrastructure safety management.

• Directive (EU) 2019/1936 of the European Parliament and of the Council of 23 October 2019 amending Directive 2008/96/EC on road infrastructure safety management.

• Decree 190/2016 of 16 February on road safety management in road infrastructures of the Government of Catalonia.

 

Decree 190/2016 of the Government of Catalonia establishes the criteria to be considered in the pre-commissioning phase:

a. Safety of road infrastructure users and visibility under different conditions.

b. Legibility of road signs and markings.

c. State of the pavement.

d. Safety evaluation based on the real behavior of users.

 

The Decree also specifies that conducting audits in any of the phases may require revisiting the criteria of previous phases.

• Manual for impact assessments and road safety audits on the road network of the Government of Catalonia. Directorate General of Mobility Infrastructures. Department of Territory and Sustainability.

• Manual for road safety inspections on the road network of the Government of Catalonia. Directorate General of Mobility Infrastructures. Department of Territory and Sustainability.

 

The audit involves a detailed inspection of the road before the end of the construction. It will be verified that the project has been executed satisfactorily and that any modifications introduced during construction have not compromised safety.

Documentation reviewed:

  • Relation of other studies and projects previously carried out in the same area.

  • Order of study of the project to be audited.

  • Accidents in the study area.

  • Specific road safety studies of the section under study.

  • Traffic in the study area (IMD, % heavy vehicles, ...).

  • Urban planning.

Other reviewed documents:

  • Study on the identification of accident concentration sections (TCA) and sections with high potential for improvement (TAPM) of the road network of the Generalitat de Catalunya (2015-2019)

  • Study on the identification of sections with concentration of accidents involving hoofed animals (TCAU) of the road network of the Generalitat de Catalunya (2015-2019).
